Resi Carer Register - draft

Last update: 03 November 2026

The Royal Commission into Institutional Responses to Child Sexual Abuse recommended that state and territory governments introduce legislation to establish registers for people providing out-of-home care.

In NSW, this recommendation led to the introduction of the Residential Care Workers Register, which started operating on 18 July 2022.

The RCWR supports the safety and wellbeing of children and young people living in statutory and supported out-of-home care by helping prevent unsuitable people from moving between residential care services without their employment history being visible to designated agencies.

Under the Children's Guardian Regulation 2022, designated agencies that provide residential care must record residential care workers in the RCWR before they begin working with children in statutory or supported out-of-home care.
