The Office of the Children's Guardian monitors the time a child or young person spends in the care of specialised substitute residential care providers. This enables us to identify where additional support may be provided to the family or formalised planning for longer-term placements.

Responsibilities of the Head of Relevant Entity
The Head of Relevant Entity (HRE) is the title under the reportable conduct scheme that describes the most senior person in the organisation.
Organisations and employees in the Scheme
Organisations that fall under the Reportable Conduct Scheme are called βrelevant entitiesβ under the Children's Guardian Act 2019.
How the scheme works
Organisations under the Reportable Conduct Scheme must have systems in place for preventing, detecting and dealing with reportable conduct and reportable convictions.
Residential Care Workers Register
The Residential Care Workers Register commenced on 18 July 2022. Designated agencies must record all residential care workers onto the register before they are able to provide care in a residential setting.
Carers Register
The NSW Carers Register is a centralised database of people who have applied to, or become an authorised carer, to provide statutory or supported out-of-home care in NSW.
Conditions and responsibilities
When agencies become accredited, there may be conditions placed on them. They also take on reporting obligations under the Reportable Conduct Scheme and the Code of Practice.
You will need:
- A MyServiceNSW account with the WWCC service added
- 3 current identity documents including a NSW driver licence or photo card
- a device with a working front camera for face verification.
If you're renewing a paid WWCC, you will also need a credit card, debit card, PayPal or PayID account.
If you have an expired WWCC clearance or have changed your name on your identity documents since the last time you renewed your WWCC, you can't renew using digital proof of identity.
